How does an HR creates a Goal to an employee in Redwood?

We have enabled Redwood for Goals and Performance. As an HR , I am unable to create a goal through the directory.In the previous UI HR was able to create an Goal through the directory--> Person spotlight(Goals). But after enabling Redwood Goals is missing from the Directory person spotlight. Do we need to enable any profile option related to this?
