How HR can create a goal for Employee individually in Redwood UI?

How HR can create a goal for Employee individually in Redwood UI?

The below actions are from HR Specialist

1.From My Client Groups --> Goals --> Goal Plans --> manage Assignee --> Search a User --> Click on the user --> Create a Goal ( but now in redwood its not working - you can see a employee but you can't create a goal)

2.Me --> Directory --> Search a user --> Spotlight (Goal) --> Create a Goal (Spotlight option is removed in Redwood)

3.My client groups --> Performance --> Performance Documents --> Inside the PD HR can Create a Goal ( but what if the client doesn't have PD but opting only Goals. Here also HR can't create the goal)
