Unable to find the "Pending Workers", "My Client Group - Pending Workers" Application Tasks"

I am unable to find the "Pending Workers", and "My Client Group - Pending Workers" Application Tasks" while configuring journeys. Does it matter on the security roles of the person configuring the journeys?

We want to create a journey task for HR Rep to access the pending worker so HR Rep can convert on the date of joining. Unable to find the "Pending Workers", and "My Client Group - Pending Workers" Application Tasks" while configuring journeys. When compared with a different instance, these options are available. The below profile options are enabled already.
