Process Workforce Compensation Change Statements - How does "administrator Only" visibility work?

When we try to run the "Process Workforce Compensation Change Statements" setting the visibility as "administrator Only" no one is able to view the statement.

Hi all,

From My client Group > Compensation > Run batch processes, we would like to generate the statement only for Administrator. But if we set "Administrator only" no one is able to view the statement neither from the plan (Act as a proxy Manager > Statement) nor from the "compensation" section of the employee. But if we set "Administrators, managers and workers" everyone can generate the statement.

We tried the standard role "Compensation administrator", but even with this role we are not able to generate the statements. Who is considered an amministrator in this process? Are there other roles or privileges that we can add to our HR/Admin?
