How to load/create bulk user with user login with email address

Hello,

I want to load bulk users. Worker data already uploaded into the system only needs to create users with roles.

The login user name must be the user email ID.

If anyone has done this task before please share the HDL file or steps.

I tried to use the user.dat file and got an error.

Error:

The object UserId attribute value is null and doesn't match the parent object expected value 300,000,003,169,233.
