Best Practice for configuring salary ranges that vary by work location/state

Summary:

Our Compensation team is looking at moving to different salary ranges based on work location or work location state. These ranges would not be a factor or percentage difference from the normal range - they would provide separate ranges for each state. What is the best approach for setting this up? I was reading about salary differentials but I am a little confused by the grade rate ones.

Currently we have one job to one grade setup. Guidance or ideas would be greatly appreciated.
