Offer approval behaviour

Summary:

The current set up of our Offer Approval Process Behaviour has unticked for Sequential Offer Approval. If we have 4 approvers, Does taleo send an email to all 4 approvers at the same time and anyone on these 4 can approve?

If we want the 1st approver to approve first then the 2nd, should we use sequential? Will it get escalated to the next approver if after some time, for example, the 2nd approver has not approved the offer or it will remain on the 2nd approver until it gets approved?
