Performance: Participant completes the Evaulation Process

Hi All,

The requirement is that the Manager can select the participant. The participant will complete the evaluation process independently. The manager's role is solely to select the participant. However, as per the configured process flow, even after the participant has submitted their rating, the line manager still needs to complete the process to proceed further.
