Delete all Assignees in Goal plan is not working

Summary:

We have enabled the HRG_ALLOW_DELETE_ALL_ASSIGNEES and followed the steps mentioned in the link. But the Delete all Assignee option is not visible to the user(HR). Do we have any other options to enable this feature?
