Using CustomerAccountService for Bulk data

Issue: oracle fusion sends AR invoice to all the contacts who has BILL TO role responsibility under the customer account. which is not needed as our business function, so we are doing a clean up to remove the bill to role responsibility for all contacts and add back role only to one confirmed user.

we raised a SR and oracle suggested to use below webservice to deactivate the role responsibility and to add the role responsibility.
