I am trying to allocate Annual Policy category journey through HDL load, but few employees failing with below error. Few Employees are pending workers and few of them are regular employees but assignment status is Active - No Payroll. We do not have eligibility defined at journey level.

The checklist allocation couldn't be completed because either the eligibility criteria or the status of the checklist isn't valid. Correct that and try again.
