ACA Reporting for Retiree and COBRA with Oracle Cloud

Summary:

Our client is in higher education. Their benefits are primarily outsourced to various vendors, covering processes like open enrollment and life events. Oracle Cloud will receive feeds from these vendors and integrate them into payroll.

At this point, we are not planning to set up any benefit programs, plan types, plans, or options; instead, we're planning to directly process the feeds with deduction elements into element entries. However, we need to process ACA (Affordable Care Act) forms 1095-C (Employer-Provided Health Insurance Offer and Coverage) and 1095-A directly from Oracle Cloud, which includes data for retired and COBRA employees.

Now, with all feeds for regular, retired, and COBRA employees available, I have the following questions:
