Accrual not happening properly for employees

Hello Experts,

We have a requirement in Absence Plan, like if Employee served more than 5 years in Org can avail 24 days per annum. For others (less the 5 years) 18 days.

So I have created Derived factor as SS1. Then in Absence plan I have used EL as SS2.

I have enrolled to employee and ran accrual, balance showing as 1.5 days for all employees. Any idea?
