Redwood 24C: Employees are not receive notification when HR update or edit employee's goal

Hello Experts,
We have an issue where employees are not receiving notification when HR Admins edit the employee's goals.
The issue can be replicated using the following Navigation:
My Client Group » Goals » Search for Employee » Select Goal » Edit or Update goals.
Set up:
In Talent Notification we checked :
- HR Updates a goal
In Alert Composer for Performance Goals Alerts, we are using :
- Worker Notified After HR/Manager Edits Progress Of Goal
- Worker Notified After HR/Manager Edits Definition Of Goal
In Manage Administrator Profile:
HRG_ONLINE_PROCESS_THRESHOLD —> Site Profile Level = 100
