Is there a configuration within oracle to enable email reminder when expense report is unsubmitted

We need to be able to enable email notification when expense reports are unsubmitted.

FinExmWorkflowExpenseApproval workflow is configured for users and approvers to receive notifications once the expense is submitted, but we need the same before the expense report is submitted. Is there a way to achieve this.
