Completed Goals in Goal Plan

We have employees who have completed goals and do not need them to show on the year-end performance review. That said, the employee cannot delete the goal (even when weight is 0 and status is completed). I understand that deleting the goal may not be the best move, so then I thought, we at least don't want the goal to how on the Year End performance form (it's completed). But the goal still shows on the year-end form with 0% weight.

We can delete the goal from the performance form but is there something I'm missing? Is there a way to ensure a completed goal doesnt show on the next performance review form? Seems odd to have completed goals with 0% weight not only not be able to be deleted, but also continue to populate on the new performance form to have to remove it. Any ideas?
