What is the required Security privilege/Role for "Assign" bottom at 'Manage Expense Reports' page

Hello,

Our functional user from the core travel team was attempting to assign the expense report to the different parties, but the "Assign" bottom was grayed out and can't be clicked. (Please see the screenshot below)

Later, we found out it seems to be the Expense Audit Manager (ORA_EXM_EXPENSE_AUDIT_MANAGER_JOB) role that has the embedded privileges or roles related to this matter.

Could you please advise which specific embedded privileges or roles has to do with it?

From security compliance standpoint, we are not willing to simply assign Expense Audit Manager role to the user given the fact that this role has plenty of embedded functions for other business purposes.
