Redwood: Development Goals section reflecting as Development Plan in Performance Document

Hi!
In our performance template we are using the Development Goals section which in the end-user interface is showing as Development Plan instead of showing with the section name. Is this the expected behaviour? For the other sections it is showing the names we have provided, while this is defaulted to Development Plan instead of the custom name we gave: Individual Development Goals. Thanks in advance.
