What are the main differences between collection agent and collection manager roles ?

In the community, I noticed that the Collection Manager role grants access to the "Manager Resource" screen within the Advanced Collection module while it is prevented with Collection Agent role. However, when testing the access to the same screen with the Collection Agent role, I encountered the same behavior.

Hence, does anyone know the key differences between these two roles and when to use one over the other?
