Mass 'share and release' action for managers not available on Evaluate Performance screen

In the individual performance documents, the button for the manager to 'Share and release' is available and working as expected.

However the new 24D feature for the manager to be able to share the whole team at the same time is greyed out.

I've tried looking at profile options, security, visual builder but not figure out how to resolved it. Has anyone had the same issue? What am I missing?

(As an aside, we don't want the 'share and retain' action available, and have that hidden in the individual documents).
