Performance Eligibility Page - REST Error

We are getting REST error on Performance Eligibility Page

We are getting REST Error on Performance Eligibility Page for HR users after selecting Performance Document name.

We are using custom HR role and user with this role is able to access employee details on other Pages (Goals ,Perf Docs etc.). This role also has below 2 privileges.

Use REST Service - Worker Searches V2

Use REST Service -Workers List of Values

Regenerated Data role , ran LDAP processes and Import User security Data process but issue still exists.

Any inputs on which privilege is missing here?
