HR Cannot Share Performance Goals?

Hi,

The user have "Share Performance Goals" privilege in the HR role. However we cannot see "Share" option enabled. What can be the reason of that?

The navigation is like : My Client Groups » Goals Center » Search Employee » Goals page.
