Rating Models with Special Characters not available on Performance Template

Summary:

When creating a Performance Document Template, I ran into an issue where a Rating Model that was used in previous templates in Responsive was not visible for selection. I checked the Rating Model to see if there was some kind of status that had been made inactive but I didn't see one. So I went ahead and recreated the model exactly and it still wasn't available for selection.
