Performance Goals keep going to Draft Status since Redwood

Summary:

Since Redwood we are getting an issue where Performance Goals are going to Draft Status in Transaction Console if not approved promptly.

In the Goals screen the transaction says "Locked for Approval"

If the transactions are terminated and resubmitted they can be approved successfully.

I've looked at the following Documents but am still having no luck with identifying the issue.

Approvals are in progress. Info is locked. The Add Goal Button is Not Visible or Disabled (Doc ID 2701493.1)

Another user has changed the row with primary key oracle.jbo.key[3000000xxxxxxxxx] Error in Goals pages (Doc ID 2701478.1)
