Unable to inactivate development goal

Summary:

After transitioning to redwood, we are unable to inactivate development goals. Is there an additional privilege or VBS update required to inactivate? When we view development goals as an admin, the only option available is Delete, which we do not want to do. If we open the development goal, the only option available is Copy.
