We need to freeze the goal plan for employee once goals are approved by manager

We have a business requirement that we need to freeze the goal plan for employees who has completed their goal setting and is approved by their manager. We know that we can control the access to the goal plan at the goal plan level, but this will impact all the users. We specifically want to restrict the access only to those employees who has completed their goal setting. Is their any way?
