Change the option of Allow worker to update key attributes to yes in bulk through HDL

Hi,

We are being asked to allow the employees to edit on the goals that were assigned to employees, The goal plans that are having these goals did not have the option to allow updates by the worker and the goals attached did not have the option of allow goal definition by employees

All the employees that are eligible for those goal plans that dont have the option to allow update by the woker are facing this issue. We  have not earlier allowed this option earlier, and the goals that are added under those goal plan we did not Allow Workers to Update Key Attributes, and assigned to those eligible employees, now we are being asked to change that.
