Redwood goals - Can't inactivate dev goal if its in a check-in

Summary:

1.My first issue: We have discovered that we are unable to inactivate a dev goal if that dev goal is in a check-in document. We get the following error (see image): "Can't delete the goal: Its included in 1 or more check-in documents."

We get a similar issue for when that dev goal is in an incomplete Performance Review. But once that Performance review is completed, we are able to inactivate the dev goal.

In my troubleshooting for this issue with the check-in documents, there is no way to complete a check-in. I tried marking the topic as discussed and still got the error. Next I tried marking all topics as discussed in the check-in (the only way I could think to "complete" a check-in). I still got the error. The only way I could get the system to allow me to inactivate the dev goal was to delete it as a topic completely from any check-ins that have it listed as a topic (discussed or not).
