Redwood Goal Notification created in Alert Composer is not firing

Summary:

Now that we have 2 places to activate the goals (Talent Notification > Goal Management & Alert Composer) I thought that creating a new alert would be pretty straight foward.

I've duplicated an existing template where the worker is notified when the manager/HR deletes a goal. I have replaced the recipients with the managerId. This is not firing.

I am not able to find any guidance on this. Can anyone help?
