FYI notification on Goal creation by employee to Line Manager when approval not enabled

I would like to know of a FYI notification to line manager should be sent when an employee creates a performance goal if approval is not enabled.

Content (please ensure you mask any confidential information):

We have enabled under Talent Notifications > Goal Management the notification

Worker creates a goal

Manager receives notification when worker creates a goal.

and all the profile options are available as indicated in the documentation

Goal Notifications

We have not enabled the approval Workflow. Nevertheless the Line Manager does not receive a FYI notification. Is this normal behaviour?
