Actions for Perfromance Goals are gryed out for Employee

Summary:

Some of the performance goal actions are greyed for Employee

Below actions are performed by Employee:

Goal created by Employee - Employee can able to perform all the actions
Goal created by Line Manager - Employee can perform Copy and Cancel only, Why other actions are greyed out?
Goal created by HR - Employee can perform Copy only, Why other actions are greyed out?

We have multiple review periods and 2 different goal plans to test the move and extend
