Redwood HR Admins not able to query employees

Summary:

We are in process of migrating to Redwood. We were able to Toggle the redwood profile option to enable and query any employee as an HR Admin to view or create goals. Now in 25B we are not able to query any employees. We have few modules in Redwood already so indexing process has already been run for other HR Modules

As HR Admin, go to My Clients Group > Goal Center . Search for any employee > No results

As HR Admin, go to My Clients Group > Performance > Performance Document. Search for any employee > No results
