We have scenarios where multiple family members work in the organization as employees. They should be able to add the same contacts or when they try to add the same contact, they should be provided with an option to link the already existing contact. This is needed because the same contact can be added as a dependent in one associate's benefits and designated as a beneficiary in other associate's benefits.

Currently, system will mark the second contact which is being added with the same SSN as a duplicate and not allow them to be added as a contact at all since we have duplicate check on SSN.
