First Approval not able to view the participant feedback

Summary:

When manager provides ratings and comments and click on submit it will go to the Manager's manager approval. Once manager's manager clicks on the link in the approval notification he can see both manager and employee ratings of all the sections but not able to view the feedback provided by the participants
