Performance Goal weight - Validation- 25B

Greetings!!!
As per the requirement, we have enabled both "Goal weight" and "Enforce weights total 100" functionality in the performance goal plan. When the goal plan weight is reached 100%, the system will not display any prompts on the goal plan page if the employee creates 0% weight performance goals in the goal plan.
Question: Is it possible to restrict employees from creating 0% weight performance goals in the goal plan?
The client wants to restrict employees from creating 0% weight performance goals.
