Goals are not defaulting or Visible to add in Manager created Check-in document

Summary: Goals are not defaulting or Visible to add in Manager created Check-in document.

We have selected 'Performance goals' to add as a discretion topic in Check-in template.

When Manager creates check-in, goals are not visible to manager for add as a discussion topic.

But when employee creates check-in, goals will get default as a discussion topic.

What can be the reason for this issue?

Below snapshot is the Manager Created Check-in. Performance goals are not available to add, but the employee is having performance goals.
