goal plan is missing in Setup of Performance Goals Mass Assignment and Mass Sharing

I am trying to create a process in the Setup of Performance Goals Mass Assignment and Mass Sharing page. I have given the process type as Mass Assign Goals and selected the review period during which the goal plan was created. However, when I try to select the goal plan, it does not appear in the dropdown menu, despite the fact that the goal plan is active.
