Beneficiary Organizations Doesn't Show Under "People to Cover" Without Quick Action On

Hi All,

The business has requested that we make the section "beneficiary organization" show under the "verify people you would like to cover" in Redwood benefits self-service. They do not want the hyperlink enabled for beneficiary organization in the quick action section (see below). Note: It seems that when we hide the quick action the beneficiary organization section under people to cover will hide. But we want it to still be visible when we hide the quick action.

Is there a way to just enable the beneficiary organization section under people you'd like to cover without having the quick action on? Or is this expected behavior?
