Min max setup at plan level is not taking precedence but the config at Plan type level is

Summary:

We are implementing global benefits for multiple countries and the min max for each is different.

Our idea was to setup the min max = 1 at Plan type level & change the plan level min max to other limits as per country needs.

But, this setup is not working as the system is taking plan type level config with min = 1 & max = 1 into consideration.

What is the process to make plan level setting work?
