in Redwood Sales, can the "Create Quote" function be based on Sales Stage?

With the new Redwood Sales UX, is there a way to restrict when the Create Quote option can be available?

We want to direct users to have to be at a specific Sales Stage in order to use "create quote". This will help us ensure that all required fields are entered, as well as ensure that they are using the Stages in their proper order.
