My Team Feedback Centre LM View of direct reports filter expectations

Hi there, hoping someone can confirm this for me please.

Line Manager logs into Oracle, goes to My Team, Feedback Centre to view direct reports feedback, the filter is defaulted to direct reports, however when they clear filters it shows every person type / record in the company, albeit they won't have permissions to view, is this expected?
