Contingent worker is unable to add Goals to Direct Reportees

Hi Team,

There is a line manager who is a contingent worker, means Worker Type = Contingent worker has some Direct Reports.

Line manager is trying to add Goals to one of the DR and the transaction goes into the error.

Navigation is : My team>team Goals center>choose an employee>click add under performance goal> enter the details of the Goal> submit.

I have tried adding PER_APPROVE_TRANSACTIONS_PRIV this privilege as per one of the Oracle documentation still, the error comes.

For the Line managers who are employees are not facing this issue/

What could be the issue?
