Users receiving REST Action Error in the Performance Document

Summary: I have seen several posts about this same issue going back a year and have not found any resolution. I tried adding the worker and manager privileges but that did not resolve the issue. Doesn't make sense that it's random. Even for a specific manager, works for 3 of her direct reports and not for one. We are obviously in the middle of year end processes for performance/merit and need an immediate resolution.
