I am not unable to register customer in Bill management

Summary:

I want to use Bill Management but couldnt register any customer to the Bill management.

I have created one customer having following roles and while i am trying to register that user i am not able to register that. Once i click to customer to register it came to search screen again.

Data Access:

BU access to all roles

Responsibility given:

Bill to and Ship to

Version (include the version you are using, if applicable):

25C

I need help to register the customer under bill management.
