Perf Review: "Feedback submitted" notification sends to requester, but feedback still In Progress
We have had several reports during our current year-end performance review cycle, that requesters have sent out feedback requests, then received back the FYI notification "Feedback participant <NAME> has submitted feedback" notification, but the feedback in question is actually still in "In Progress" status, and was never moved to Completed status. The participant therefore can't view the feedback.
Being "In Progress" indicates the participant has used Save and Close after entering some feedback. But our understanding is that feedback isn't moved to Completed status and doesn't trigger a submitted notification, until the participant actually uses the Submit button.
It seems that users are using Submit, but the feedback isn't updating to Completed status, OR they just use Save and Close (not Submit) but this triggers a notification in some cases. We haven't fully confirmed on which scenario applies, and have been unable to replicate the issue in lower environments.
