Can the second-level supervisor view the worker's final feedback comments?

Summary:

I configured Worker's Final Feedback as the second-to-last step in the approval process. If the Overall Rating is unsatisfactory, the document goes to the second-level supervisor for final review and approval via a BPM workflow.

Unfortunately, it seems that the second-level supervisor cannot see the Final Feedback section when they open the document. Is this normal?
