Manager Rating Error - "Element disabled by guide"

Summary:

When we hover over the "Manager Rating" in the Basic Eval for an employee, a red circle appears along with this msg "Element disabled by guide" and I we are unable to select a rating.  The issue appears to be unique to this individual team member.
