Unable to load document of records for Emp Transferred Performance Eval

Summary:

When a Performance Evaluation is transferred AND the Employee does NOT report up to the Team Member through manager hierarchy, we are unable to load document of records.

I understand that document of records can only be viewed if the Employee reports to that Team Member or indirectly rolls up to them through hierarchy, but in this case the employee is not a direct report. How can we allow the document of records to be loaded in this case?
