Option Enrollment Period Level in Benefit Program

Hello,
We are configuring the benefits parameters, and for the medical and dental types, the best alternative was to use a program.
However, on the "Basic Details" page of the program creation, there is a setting called "Enrollment Period Level" with the options "Program" and "Plan type in program".
Our initial understanding was that these options would determine whether the enrollment period level would be parameterized by "Program" or by "Plan type" within the program.
But after conducting several tests, we were unable to identify the difference between these two options.
Has anyone used these options and can share their experience, please?
