HR Specialist cannot select manager when creating an Anytime performance document

Summary:

As an HR Specialist, I cannot change the manager of an Anytime document when issuing it in Redwood, even though I am able to do so in Responsive. Is this intentional?

Steps to reproduce:

1. Go to My Client Groups
2. Click Show More
3. Click Add Anytime Document
4. Select the worker
5. Select the review period and the performance document name
6. Inspect the Manager dropdown

Expected: the HR Specialist can change the manager of the Anytime document

Actual: the Manager dropdown is greyed out
